Budget deadline passes; Michigan government shuts down

LANSING (10/1/09 12:04 a.m.) -- The Michigan government has shut down for the second time in three years as of 12:01 a.m. Governor Granholm and the Legislature were unable to reach a budget deal by the midnight deadline. Governor Granholm's office says the shutdown will not affect prisons or police road patrols.
